FOLLOW THE RODS THAAT HOLD THE BASKET AND AT THE END THEIR WILL BE A PLUG! IT WILL COME OFF AND YOU SLIDE THE RACK OUT THE PLUG USUALLY HAS A LITTLE LIP YOU NEED TO EITHER PUSH UN OR OUT TO REMOVE

Sometimes these get gunked up and need to be coaxed....so take a butter knife...insert it in the edge of the dispenser tray...pry gently...all the while turning the timer control knob...it should pop open at one point if not try a little more pressure...and once open .clean thoroughly..if it persists you may have a timer or control panel issue...also use factory recommended soaps...

Usually this part just unscrews from the top of the sprayer arm...I have researched it and here is a link...you may have to scroll down to see GE specific pump breakdowns....It definitely looks like it unscrews....
