What do you set the dials on for the slow and fast speed on a 4hp light twin Evinrude boat motor. .the one on top has 1,3,4,&5 the bottom dial doesn't have any numbers on it.

the smaller one is for idle speed, the larger is adjusted at high speed to highest rpm and smoothest running. high speed and low speed jets. High speed is on top and is adjusted at full throttle.

Lincoln electric ac/dc arc welder will not arc

Check the dial indicator. Sometimes if someone changes the amps while welding, there will be a break in the coil. It will work at a different setting as long as you are away from the break.

The Voltage refered to is the Arc Voltage not the input voltage, for dip transfer the arc voltage needs to be 18-20v for spray transfer try 25-38volts both depending an the WFS setting. arc voltage is set on the voltage control dial. lets know how this turns out.#

Won't maintain an arc

Look on the front panel, you will see a dial with "-------" dashes underneath the dial. this is for stitch welding, turn this dial off, (anticlockwise). this is a timer for stitch welding and the dial is a timer. for continues welding this must be off. also some units have a spot timer, as above but has "......" dots under the dial, again this must be swithch off.
