Sounds like a bad magnetron, i would replace the magnetron, Capacitor and Diode at the mag assembly, to be honest it will cost you more to fix than a new one.............
Normally the dials are the timer for cooking time plus cooking power level dial, for defrost, medium, high, etc.
It may also have a start button to start it cooking. If not, then you place the food inside, shut the door, then rotate the timer dial to however many minutes you want.
