SOURCE: Door seal on GE Adora Washing Machine
After going through 2 different places that sent me the wrong part, I finally got the right boot seal today from Home Depot Appliances. I just gave them my model number and they overnighted the new boot seal to me, and for only $100. To call a GE repairman, it was going to cost $70 in the trip and $170 for the seal. Rip Off. We did it ourselves. Saved a lot of time and waiting.

Hi,
** First, unplug the unit from the wall**
Remove the lower panel if you haven't already. Inspect the rubber seal/boot/bellows you spoke of. You'll likely find a tear in it somewhere, or a hole. Short of repairing it with a rubber tire/tube patch kit, it'll need to be replaced. I've seen many do-it-yourself-ers have success with the repair kits or some other epoxy/adhesive type fix.
(Be careful you don't want something that's going to come of during use and damage your clothing)
hope that helps, Good Luck

I have the same problem and I'm thinking of trying to replace the boot myself. I found this at ehow.com. The instructions and pictures seeem pretty good.
