My Quantum xts has a spring that has dislodge from the throttle near the choke, but can not see where it needs to be relocated to.?

Springs on throttle linkage usually take up slack so are in the same hole as the linkage.

Governor linkage on toro snowthrower model#38415

If I cross reference the engine correctly it is a TEC HSK 850 so the follow service manual should be what you need.

Engine stuck wide open , full throttle

It is possible your linkage arm fell off or there's junk blocking that arm from releasing - you'll need to remove the top cover and inspect the linkage arm for blockage or a missing cotter or compression pin. Remove said cover and look for the trigger linkage arm off the trigger assembly. follow to the carb, watching for blockage or missing pin(s). The natural vacuum of the carb should pull the accelerator to idle, unless the configuration ( linkage) is bent or blocked. With some saws, you may need to remove more then just the top cover, and some require the removal of the safety brake bar, which can be difficult as they usually have a hidden spring that like to fly away, taking other crucial small parts with it ( I have a saw that is now brakeless because of that mean little spring!). Depending on your level of mechanical aptitude, you may want to consider taking it to a reputable shop.
Hope this helps!!

It runs wide open all the time im wondering where idler arm setting is at

It sounds like the govenor spring has become disconnected or the clamp on the governor shaft has become loose and allowed the linkage to get out of adjustment. If problem has occurred suddenly it could mean the governor gear assembly inside the engine has broken and means the engine will need to be dismantrel to replace the governor gear assembly.
Check throttle linkage to see if spring is attached at both ends, one end on the throttle linkage and the other at the fixed point on the engine or to the end of the speed control lever. With engine stopped the spring should hold the throttle wide open and hand pressure on the linkage shoud be all that is needed to move throttle shaft closed to the idle position with no binding in the movement of the linkage.
If spring is OK and while engine is running, linkage should be able to be be moved to bring engine back to idle. If porblem has occurred gradually, then linkage will need re-adjusting. Loosen adjusting clamp on governor shaft, then holding linkage in wide open throttle position rotate shaft as far as it will go in the opposite direction to that requred to close throttle to idle . Re-tighten clamp.

When you say you have made all the adjustments, are you referring to the idle speed screw adjustments? If so, have you turned down the High idle adjusting screw? Sometimes these get stripped, and it doesn't end up doing the job it should.
One other thought: If you don't have spring tension on the throttle trigger in the handle, the linkage may have popped off inside. This is kind of a pain in the *** to fix, because there is a spring mechanism inside the trigger handle, and the linkage is a strong bent metal bar that winds its way into the motor and fits into a hole in the throttle assembly, but is not well shown on the parts diagram for the saw from Husky. If this is the case, I can go through the process with you on a followup.

Model P3314 throttle is stuck

Remove the air cleaner assembly to see the carburetor throttle mechanism and open the handle so that you can access the throttle trigger. There should be either a cable or wire connecting the trigger to the throttle arm on the carburetor. Try moving the trigger and see if it responds at the carburetor. Is the carburetor arm against the idle stop screw, wide open, or some where in between? There should be a spring at the throttle arm that returns the arm to the idle stop if the cable/wire is disconnected. The trigger mechanism may be jammed with sawdust to prevent movement. Hope this helps!

1997 Dodge Ram Van gas pedal stuck almost had wreck?

I honestly don't see how changing the computer could cause this - I would first suspect a broken return spring on the throttle body. With the engine off, trace the gas pedal's linkage (or cable) back to the point where it attaches to the engine (throttle body or carbuerator if not fuel-injected). There will be a shaft it attaches to on the throttle body (or carb). Disconnect the linkage at this point and try to rotate this by hand, it should snap back when released. If it does, you probably have a 'frozen' cable which needs replaced. Don't forget to replace the linkage where you removed it now. If it doesn't, look for a 'missing spring' on the throttle body's side or any place the linkage appears bent or could 'snag' on anything. If the attachment point doesn't rotate smoothly or 'binds', or kind of 'wobbles' in it's holes the shaft bushings need replaced or the shaft is bent and needs rebuilt. While your'e there, regardless, you should take some 3-in-1 oil and lightly lubricate any points where the shaft, cable, or linkages touch any other part.
