I had my colour cartridge refilled and the printer keeps reporting that the cartridge is empty. As well the light non the control panel shows that the colour ink is empty when it is full.

You most likely are using aftermarket or refilled cartridges. These will normally not register as full. Here is a link to a procedure that should solve issue. Watch the video and follow the instructions....
If you are using an ink refill kit (or buying ink that has been refilled, the ink level will not show accurately) also, if refilling yourself you must clean the pint area of the cartridge with alcohol before installation, and then run the 'clean print head' tools from you Canon menus.
I recommend buying Canon ink, at least for 1 in 4 refills to reset your ink levels.
I have not used your particular model of printer or these specific cartridges, but the UK versions of these cartridges cannot have the ink level estimate reset. However it is not necessary to do so to continue using these cartridges.
Instead when the cartridge believes it is empty the printer will ask for a prompt from you in order to continue printing (usually in a rather lengthy message). We made a short video on the subject:
You can only refill those cartridges if you do it before the ink is empty. After that you need a new cartridge or a chip resetter to reset the chip on the cartridge so it will work again.
You have to look online for the canon tool to reset the ink counters. When you refill these cartridges you have to run this program in order to re-use the cartridges.
i thnk you need to replace the cartridge maybe the ciruit has been destroy in the event of refilling the cartridge..so that the computer cannot read the ink level ..
Without the make and model I can give you the following information: A print cartridge consists of the ink bellows or chambers, ink jets, which meter out ink in known dispensing rates, and a little chip that keeps track of the ink that is dispensed. Commercial refilling houses have the hardware and software to reset the little chips back to "full". And when you purchase that cartridge, it meters out ink from full to empty. There may be a utility in your printer control on your desktop to allow you to override and reset to full yourself. This is dependent upon what brand and model, and the software provided by the printer manufacturer.
