OK, first thing to try is download malwarebytes, install it in safe mode then run a scan in safe mode. This will make sure its clean and you don't have anything messing with your winlogon.exe. use the following link then let me know

you need to press f8 on boot when it is loading, to enter safe mode (before the Windows flash screen)
then when in "Safe mode" you can should be able to gain access,
reboot from this mode and see if it loads normally, if not then you have a configuration issue.
go back into safe mode, (login) and go to start>Run, run a program called MSconfig, this will allow you to look at your startup items, and allow you to disable/enable them individually,
from this point you can diagnose which programs are causing your issues.
