Is this supposed to be removed or remain?

i would guess that it would have to be removed as it would prevent the barrel moving freely and would be causing it to vibrate the machine.

It cannot be cleaned - it must be replaced.
The rubber absorbs the mold - and you cannot get rid of the smell.
This part is called a door bellow.
It will require disassembly of the machine to replace - and a professional service contractor is recommended.
