Try a Company called RH Nuttall Limited - they manufacture leather washers. They have a website www.rhnuttall.co.uk and I think make them to the size you need. I heard they were really nice people

They wear out, and you'll need a trip to an older long established bike shop to get a new one Brands like Silca still do leather washers, but it's all plastic and rubber o-rings these dyas!
You can also try soaking it in water to swell it, but usually when they've had it, well they've had it.
