Registry fixer will not initialize. The "clock" simply whirls and program does not proceed.

Yes, transferring data files from your expansion drive into the computer or from the computer into the expansion drive can make your computer run slowly.
If it's music and/or movies you are transferring back and forth it's simply because the computer is using most of the processor speed and memory to do it. That's why when another program or the internet is opened your computer will appear to run slowly.
If it's just slow in recognising the contents of your expansion drive it may be due to the age of your computer.
Alternatively it may be that your computer and/or expansion drive is fragmented and has registry errors. Both of these will cause - can cause - your computer to appear slow to load.
You can defragment your hard drive from within the computer. Using Windows XP, open 'my computer' andright click on the 'C drive icon' icon and then choose TOOLS. Open the defragmenting software and let it defrag the hard drive.

That is a sign that your system was hit by a virus.
Scan your system with your anti virus to get rid of that problem.
Download any task manager fixer in the net, just type "Task Manager Fixer" on any search engine and download the program, unzip it afterward.

Your problem hit me also last year and I downloaded some task fixer for free.

Hope that fixes your problem!

Download and run PC Fixer and i will almost guarantee that this will fix the problem.

If not you will have to go into the registry and manually edit it. I want to warn you now this is for power users and you can severely damage your OS and possibly lose any files you have if you have to do this manually. If this program does not work you are probably better off backing up your important programs and re-installing windows.

After you download the pc fixer download these two programs and have them scan your system and you should be good to go.

Have you tried another SATA cable and power plug?

Yes, it could be the driver and I'd do a registry sweep with a good registry fixer, not just a cleaner. A good free utility is Registry Fixer and can be found at this location just scroll down the page until you see the entry.

When you do get a good boot into Windows download and run the Registry Fixer and give that a go.

If that doesn't work and you have the SATA driver for your board on a floppy or CD, restart the PC with the Windows installer CD/DVD and press F6 when prompted and reload the SATA driver for your board when you let the installer run it will eventually tell you that Windows is already installed, just select the Repair radio button option and let her install. Windows will heal itself and this should solve your problem. If the cable, power plug swap, Registry Fixer and reinstall of Windows as a Repair option does not solve your problem it is your hard drive and you can use this sequence you went through to seek an RMA.

As to your data should all this fail you can get a hold of a copy of Hiren's BootCD and use one of the partition recovery programs to see if they can heal what could be a partition table entry error and bad partition alignment.
