For some time I have been having problems with my cell phone. People report that when they ring there is often a long delay between dialing the number and the phone ringing or often the phone does not ring at all. Also when I answer the phone it is several seconds before I can hear the caller. I thought the problem was my phone so I purchased a new Samsung phone today and transferred the SIM card into the new phone. But both problems continue. The service provider is AT&T. I am thinking that the problem is the SIM card but cannot find information about faulty SIM cards.

Sim cards are usually very reliable but seeing that you have changed the phone and still the same result then I would try replacing the sim.
Does this prob occur only when you are one place IE ( work or home) or doeas it happen all the time?

Then you can determine if the phone is delayed in ringing. If you hear ringing and the phone rings once and then it goes to voicemail then there may be a setting on your phone that is causing this.

The delay must be a multiple of 5 and the maximum is 30 seconds
Generally (without knowing what phone yopu have) you need to press menu, arrow up to answermachine or TAM then press OK then arrow up to settings or TAM settings then press ok then arrow down to answer delay/ring delay/ring number press ok then use arrow keys to adjust rings, when on required number, press ok.
