try self test on the screen to do that unplug the blue cable from the tower and turn on the monitor and if you could see 3 or 4 bars then the monitor is ok if not then you need to replace the monitor if it passes the self test then try to boot in bios and see if it comes on if yes then its your windows issue try system restore
