Flashing green light

Did you try this yet

If the TV will not respond to either the remote control
or the front panel controls and/or will not power Off,
press the SYSTEM RESET button with a pointed item
like the end point of a paperclip. The TV will turn Off
and the TIMER light will flash quickly for about one
minute. When the TIMER light stops flashing, you may
turn on the TV again. Changes you made the last time
the TV was On before you used the SYSTEM RESET
button may be lost, however, the changes you made
previously are not lost.
The green light is a multi-function indicator. This light
will flash rapidly for about one minute each time the TV
is plugged into the wall electrical outlet, when power
is restored after a power failure, or using the SYSTEM
RESET button. Do not attempt to turn on the TV again
during this period. Wait for the flashing to stop and
the light to turn off, before attempting to turn the TV
on. While the TV is powered on, the light illuminates
steadily. If the TV has been programmed to turn on
automatically using the Timer feature,

Tv will not turn on

A: Is there a humming sound coming from the TV set?
Check the brightness/contrast. If nothing still, remove power to the set for 24 hrs. and reconnect and retry. If it's not coming back up, the PCB ("motherboard") for the set has most likely died. Check for warranty information in your user's manual for further instructions.

B: Is the TV sharing an electrical line with a wall switch?
Remove the set from that circuit and try another outlet. If not, follow the Steps for "A".

C: Was it during a power storm, when it went blank?
Check the outlet with another appliance - if that device works, try the Steps in "A".

Bad news. The tuner is bad. Instead of fixing the problem, you can hook up a vcr or dvd that has a tuner built in it. Hook it up to the video input and use the vcr or dvd to change channels. Or you can replace the tuner in the tv.

Tv wont stay off

Yes - a new more expensive TV that is not a throw-away model.
The problem is probably in the micro and will continue this intermittently - sometimes hot/cold can have an effect on when it has the problem. It will get worse and it will eventually need to be repaired...
Sorry for the bad news.

RCA Guide plus gold gemstar T.V

Unless you are savvy with IC's you are going to have to go to the repair shop my friend. The crappy part is that the IC has a price tag of about $10.00 but a repair shop is going to nail you anywhere from $80.00-$120.00. Sorry for the bad news but it happens.
