The keyboard is slowly dying. Try and clean the keyboard off with a Q-Tip and some rubbing alcohol, or purchase a new keyboard online for your exact model and install it.
sounds like you have engaged crtl lock on your keyboard - not sure of the keyboard layout you have buy somewhere on it is a key with crtl lck on it -press that and the problem will be resolved.
Firstly ensure you have all the parts - there may be one or two sets of small plastic hinged brackets. These go on first to the laptop - then the key should snap in.
Be careful to check the brackets are not broken or worn first!
