Try rebooting, and as it boots up press F8 repeatedly. Choose Last Known Good Configuration and see if that works. If not, try again and boot into Safe Mode.
If you get into windows, go to the control panel>System & Maintenance>Problem Reports & Solutions and see if there are any solutions to this error there. If the problem repeats when you reboot, you'll want to restore the system to an earlier time.
Otherwise, follow the steps in this tutorial to run Startup Repair from your Vista discs.

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

On windows vista some desktop icons have a security shield on right side of icon. how do you remove shield and not lose the security?

The icons having Shield icon associated with it means that they need administrator privileges every time they run. Not any kind of security as you think, this thing simply says that they should be run from any administrator's account or other account with administrator password.

Hope this helps, Mrityunjay.

Forgot password, need to reset

You can reset any user password by logging in using the Administrator account through Safe Mode. In Windows XP Home you cannot log into the Administrator account in normal mode.
When your computer is starting up, hold down the F8 key. This will bring you to a black screen with white text. Use the arrow keys to highlight "Safe Mode" and then hit enter. This will boot the computer into Safe Mode, which will look normal except the resolution will be very low. Log in as the Administrator (should have a blank password). Once logged in, open the Control Panel, then User accounts, then reset the password or whatever user you want. Reboot the machine to get back into normal mode.

With varying levels of difficulty, you may be able to use a free password recovery utility. A few are listed here:

Black Screen on a Lenovo laptop with Windows Vista Home Basic OS

You probably have web desktop turned on. Or maybe you have the desktop icons turned off. Right click the desktop and select the view menu. See the options there.
