You will need to make sure your wifi catcher switch is turned on. It is located on the Front Left side edge of the chassis. Move the switch to the left or right to turn on/off. You can also check the system bios to verify that the bluetooth is enabled.

Also, try to click the blue 'Fn' button the the bottom left side of the keyboard and the 'F2' key at the same time as this may enable the bluetooth

First you have to make sure that you have the DRIVER for your Bluetooth card. Just go
-> double-click on MY COMPUTER > PROPERTIES > HARDWARE > DEVICE MANAGER and see if your Bluetooth device is working properly.
If not you can download the driver that suits your operating system from HERE.
After that you can take the following steps:
# turn on your machine and let it boot into Windows
# press the Fn+F2 keys to enable Bluetooth connectivity; locate the
array of green lights near the display; also check that Bluetooth
connectivity is enabled by identifying the light next to the
Bluetooth symbol is lit
# go START > CONTROL PANEL > BLUETOOTH DEVICES
# click the OPTIONS tab and activate TURN DISCOVERY ON.
Bluetooth capabilities are now enabled on your Latitude!
