MSS32.dll is used quote commonly in various games. A fair number of games rely on Windows having this dll file already installed to an indexed folder such as c:\windows or c:\windows\system32. If you are missing this file you should try reinstalling the game first as there are multiple versions of it - my online research shows 3 distinct versions for games like GTA3/4, Zoo Tycoon, and Counter Strike. It also appears it might be used for some graphics programs.
If reinstalling the program that is giving you this error you might try downloading a common version of the DLL file from

You should first try putting the file in the 2 folders mentioned above, then start putting it in the folder with the program that is claiming the file is missing (for instance: C:\Program Files\Valve\Steam\SteamApps\<account name>\counter-strike source\bin).
