In that cse you must try 2 more things:
1 - remove all disks and try to boot in the BIOS - if it works then one of your disk is dead and blocks the motherboard. Find it by elimination and replace it. If it doesn't work then
2 - replace the memory, video card  and processor (in this order) and again try to boot in the BIOS. If everything fails then your mobo is dead, replace it.

Resource conflict - PCI network controller on motherboard BUs:02, Device:02, Function:00

You can adjust the resources in device manager. right click on my computer (which you will find from either your desktop or from start menu), select manage, then on the left side click on device manager, on the right side, find the problem device, click properties, go to the resources page, you will be able to view and change the resources, adjust them so there is no conflict.

I doubt the motherboard is dead, the computer would not boot into bios or windows if tat was the case.
It's probably a bad mini card or bad usb circuitry. Ive seen alot of that. cheap Chinese parts that are only designed to work just past the 1yr warranty. Try a wireless modem in the pci2 slot, see if you can get internet that way.

Bios is dead

It depends on how they rigged the bios on the mother board. You will need to find out the motherboard model and research it online. What you are looking for is how to flash a corrupted bios.

In general. If your computer can still boot, or look like its booting a floppy or CDrom you may have a chance.
If not our options are buy a new chip and seat it (sometimes tricky), send it out for repair (always expensive), or the only i usually do, buy a replacement motherboard used or new on something like ebay.

Flashing the BIOS

You shouldnt have to mess with the jumpers only if you changed them before. The flash will flas the board in its current state. Just run the flash and follow the guidelines and you should be ok.

Asus Motherboard not booting

Once you,ve Flashed The Bios unsucessfully the board is dead.
Theres Nothing You Can Do, Unless The Bios-Chip Is In A Socket On The Motherboard, Which Is Removable.
You Can Then Send It To A company to have the bios re-flashed.
The Bios Is The Motherboards Memory. Instructing it What to Do on Boot-up, what it,s capabilitys are, what to do, what to look for
For when they,re connected to it, what how to configure items. et,c et,c. By re-flashing The Bios.
You,ve rendered The Board Useless
The Valuable Lesson Here Is. If it,s Not Broken Don,t Try to Fix It. Look On The Internet For Bios/eeprom Reprogramming.
