Question about Dell UltraSharp 1905FP LCD Monitor
Here is a link to a full repair guide that shows how to open the unit remove the power supply and what components to replace to repair the board. Repairing the board is much cheaper than getting a new board. Below is also a picture of the board with the problem capacitors circled in yellow, these parts are the most common problem with the board.

I think the monitor may be bad but try this for me. Try another known good working monitor on the computer. If the computer boot up into windows without all the flashing going on then that means your original dell monitor is bad.
If your known working monitor flashes as well then that means your video card is bad and would need to be replaced.
