By "cranks", do you mean starts and runs? How did you determine that it is "flooded" when it won't run? When it quits, remove the spark plug and see if it is wet with gas. If so, put the plug back onto the wire, touch the plug to the cylinder head (may need two people for this) and see if you get sparks when starter is pulled. If no sparks, then ignition problem is the cause. Sometimes a plug will fail when hot. Try a new one. Ignition failure with magnetos when hot are usually the condenser--sometimes the points. If electronic module--replacement is the only option. If the problem is truly flooding, then there are likely problems with the carburetor internals. Adjusting the H and L screws won't fix this problem.

You can adjust the idle. It could be because the idle is too rich or the engine speed is too low.
