Generally all Windows OS has an option for sleep & hibernate.
Windows XP Users
Sleep Mode
By letting your computer idle for a period of time, i.e. not moving the mouse/touchpad, or not pressing any keys except when playing a video, the screen or desktop monitor will go dark. You can resume the computer by moving the mouse/touchpad or by pressing any key on the keyboard.
Hibernation or Standby mode
Click Start, click on Turn Off Computer, then click Stand By.
Windows VISTA/Windows 7 Users
To put Windows VISTA & Windows 7 in Sleep or in Hibernation, the steps basically the same. First click Start, then click the small arrow head located to the right of the Start Menu, then you click Sleep or Hibernate.
Fig. 1. Windows VISTA Start Menu. To put Windows VISTA to Sleep or Hibernate, click the small arrow head right next the Lock icon then click Sleep or Hibernate.
Fig. 2. Windows 7 Start Menu. To put Windows 7 to Sleep or Hibernate, click the small arrow head right next the word Shut Down then click Sleep or Hibernate.
Make sure the drivers you have are compatible with Windows Vista. Since Microsoft ceased any and all support for that Windows OS it's hard to find anything for Vista or XP. Type in your webcam maker's name and camera model number followed by: 'drivers for Vista' into your favorite search engine box.
The computer does not talk to the phone,it only see the card that is in the camera.
So a card must be in the camera for the computer to see it. It only uses a usb driver to see the card, so xp and vista should see it. After you plug in the camera windows will pop up a little window and say something, like, found new hardware, installed, could not install.
If you go to the website of samsung, you will see that the only driver they have is for win 98, that is because it only uses a usb driver like I said, and xp and vista already use these drivers.

If you are talking about downloading the still images recorded on the SD card, you can find drivers for Windows up to Windows 2000 here. (Windows XP and Windows Vista are not supported.) The best thing to do would be to get an SD card reader and upload your still images directly from the card to the computer -- no driver required.
If you are talking about downloading video, that is done through Firewire. The only driver needed is the one that supports the firewire card on your computer.
Install DRIVERS from CD before connecting to the PC Do the wizard stuff. Connect cam to PC using USB cable Press on button Select DSC/DV mode button to read "PC camera" on LCD Do new hardware wizard stuff (Be sure to click "Continue Anyway" when windows kicks the install. Wizard will run again) Finish wizard ************************************************************************************************************************* Turn on cam select "PC Camera" Open "My Computer" Double click on the Camera Icon to start webcam! **********************************************************************************************************************
This works for XP SP2. It does seem to crash Firefox when trying to connect to Blogtv which was all I troed using it on. It may have other issues! I actually use a cheap "Gear Head Quick Webcam Basic" that I got at Big Lots for $13 for video conferencing
The best thing to do would be to contact the manufacturer of said camera and ask if they have a "Driver" thats written for Vista.
Otherwise the only shot ya got is to install the software in "Compatibility Mode for XP"
Vista and drivers is a nightmare for us engineers I have many, many customers that curse the day the switched to Vista.. and frequently they have ended up sourcing all NEW gear so it would work with Vista, hey maybe that all part of the Ahem "Plan"? Lol..
