Check the drain pipe, there might be something blocking it somewhere.Hence it can't operate and shuts down.

On the left rear theres a filler box with aflowter to stop systeme why wont it fill with water

The float is the condensate sensor.. It shuts the unit down when there is excess condensate in the bottom of the unit, and the unit needs to be drained. You should never try to fill the unit with water. If you have no water building up that is actually a good thing and it means the unit is working properly, venting moisture though the warm air duct.

There is a float in the evaporative cooler that will let water in when the trough is low and then when it fills, should shut the water off. I would check to make sure that the float arm is not corroded or misaligned.

Keeps filling with water and shutting off.

Air conditioners remove moisture from the air like a dehumidifier does. With portable units it is captured in a removable container and when full will turn the unit off so it won't overflow onto the floor. There should be option for a hose to attach to the bucket which could be run to a drain so you won't have to keep emptying the bucket. Just remember the a/c unit needs to be higher than the drain.

Set it so it doesn't have to work as hard (i.e. higher temp) and it will generate less water.
