The AC blowing out the defrost was a vac leak on my 99 Windstar. The hose is located in the engine compartment be the firewall on the passenger side you won't be able to see it you will have to reach
up in there and feel for it. for the rest not sure.

What causes the ac to blow cold in the rear but warm air in the front?

These vehicles came with 2 types of ac controls.
The vacuum control system uses vacuum to actuate the vents and ducting from hot to cold. A lot of times the HVAC vacuum line in the engine bay (black hard plastic) is either broken or disconnected from its vacuum source.
The electronic vent control: does everything at the control knob via vent actuators and the control panel itself. With this one it could be any of the components. You would have to locate them and verify operation by moving temp/vent selector.

1998 ford windstar the front a/c cools but not the rear - how can this be corrected?

The problem is the rear A/C door is not switching from heat to cold. There is most likely a vacuum leak.I have the same van and the same problem.Another possiblilty is the switch on the dashboard. It can also leak.

Is there a sepreat charging valve for the rear ac front works great back blows hot air

no, there is one service port for the ac system itself, make sure that the actuator doors are functioning properly and that all control knobs are set for cool air, your problem lies somewhere between the the two airducts that connect from the main source of cool air,

No heat - ac stays on blowing through defrost vents

If you have the heater directed to the windshield, the AC will turn on. Move the control away from defrost.
