Faces are green and all colors are really off!

I tried to adjust the display but nothing helped and now I have a box that says "Out of frequency" that moves from the corners of my screen and to the center of the screen that I can't get rid of. Verizon had done repairs and my coaxial cable broke. The fixed it but now all the faces are green and the color is totally wrong when I try to watch TV using the tuner on my HP computer. I called HP but they were no help and suggested I sign up for technical assistance for about $150.
