Question about Dell Vostro 1500 Notebook
Last week I got blue and black screens upon start up prompting a safe mode and new configurations. At first I ignored them and chose to Start Windows Normally. Then the blue screens appeared with memory problems and warnings. Now my computer will not start. When I press the power button the power icon lights up, the caps lock icon flashes, then they both turn off. I have tried the Fn solution and various other troubleshoots including removing the battery and AC adapter, but none have worked. I just want my laptop to turn on again.
Reset/replace the Ram/memory. Sometimes faulty and failing ram can keep a computer from booting up. If you have 2 sticks, take one out and then try to boot, then try with just the other stick. The flashing caps lock icon means a general failure, though it is most commonly associated with the motherboard.

I had the same problem, there was some moisture on the RAM stick under the keyboard which caused some corrosion across the data lines. I clean the corrosion off and the machine booted up and worked fine after that.

Step 1: Enter Safe Mode
Start or re-start your computer.
Before the Windows 7 loading screen appears, Press 'F8? to enter
Advanced Boot Options.
Use arrows to choose 'Safe Mode' when you can see the Advanced Boot
Press 'Enter' and wait for Windows 7 files to load.
Log on with an administrator account when you can see the log on screen
Note: Well, when you are presented with the
Advanced Boot Options screen, there are 3 types of Safe Mode. They are the Safe
Mode, Safe Mode with Networking and Safe Mode with Command Prompt, and the 3
options are all available for you. Here above we take Safe Mode as an example,
but if you choose Safe Mode with Command Prompt, you'll need to input related
to command prompt to reset the password.
Step 2: Reset the forgotten Windows login

Now you could diagnose and solve some serious

Click 'Start' button, input 'lusrmgr.msc' into the Search box and press
In the 'Local Users and Groups screen', click 'Users'.

then click 'Set Password'.
Type and confirm the new password, click 'OK'. (You can go to 'Local
Users and Groups' screen by right-clicking 'Computer' to select 'Manage' on
Step 3: Log on your password protected PC again with the new password since you have successfully performed Windows password reset for Windows 7.
