make sure that you are using the right scene mode. for example if you are using night mode then maybe the stabilizer is not available for tha mode.
try changing modes to see if it becomes available
The stabilizer is set according to the zoom level. At a set point within the camera, the image stabilizer stops working. This is normal and common in almost every brand.
check menu options is reasonable and first solutions. maybe is stabilizer turned off and you got the message. read the camera manual carefully, there is described how to turn on and turn off stabilizer. in manual, troubleshooting chapter has many solutions for camera and try to find one for stabilizer. if all this can't help you go to service, something is wrong with camera software.
You should update a firmware to new version 1.03 / download from Casio site / . It will allow You to take pictures without camera stabiliser.
This problem with camera stabiliser needs lens alignement in authorized service.

I'm sorry to say, you probably broke your image stabilizer. Your Casio achieves stabilization by moving the CCD assembly in opposition to the unintentional shake we all experience when hand-holding a camera. This depends on motion detectors of some kind, and some means of physically moving the CCD, both of which are subject to mechanical damage if you exceed recommended G-forces.
It can probably be repaired, but you would have to check with Casio, and weigh the cost of repair versus the cost of a new camera, and the value of the stabilization feature.
I had the same problem (Camera stabilizer is not available) 3 days into
my Thailand vacation. The Casio authorized repair centre says the ONLY
solution is to return the camera for replacement of the lens assembly.
In my case, they did not have the part and instead, gave me a USED
replacement camera. Battery door is loose. File names are inconsistent
(started at 395 on the USED camera and then it went to somewhere in the
200's and then started filling in starting at 1. Was also producing
numerous 'globes' (lens reflections?) on many shots.
Although my original camera was only 6 days old when it died suddenly
and inexplicably, Casio continues to refuse to give me a new camera,
leaving me with the used, malfunctioning junk. Numerous emails have not
helped. Casio is NOT a good choice to buy a camera from. Period. They
should have stuck to calculators.
