Make sure all vents are open and filters are clean. Likely an air flow issue but possibly, though unlikely, both switches are bad.

Furnace blower runs continuously but no heat

sounds like the furnace control (low voltage) circuit is open, or in other words you either have a fuse blown or a limit switch that needs to be reset. Most newer furnaces have a small knife like fuse, usually 3 or 5 amp located directly on the circuit board. Limit switches that have a manual reset are usually located in the fire box just above the burner. There may even be a limit switch located on the blower assembly. If you fuse was blown, you may need to find out what caused the short in the circuit or it will do it again. If the limit switch was tripped, you need to turn the furnace back on and watch the flame to see if there is "roll out". It it continues to trip or blow fuses you need to have the unit serviced.

Ruud IFC Furnace Blower comes on and stays running, never lites

Check on the circuit board for an automotive type fuse that is probably blown. These fuses blow because of a short in the control wiring. If the fuse is blown a lot of furnaces run the fan all the time as a diagnostic. You will have to find the short or it will just blow again.

My electric furnace/heat pump runs even when the therm is off.

electric furnaces turn on the heat in stages so you dont get a major surge. the fan and the "first stage of heat" are on the same switch. that switch is stuck closed, so that it always has power going thru it. it needs to be replaced

Ensure you don't have a short in your therm wires. Disconnect them, if the furnace continues to run, you have a lockout problem at your furnace. When the motor on the fan fails, it wont run. Check for led codes on the control board. If you don't have led codes, turn off the power to the furnace at the breaker, and watch the unit. If nothing happens, connect the thermostat. If nothing happens still call for heat. Let the therm run through it's cycle, and if the bower runs continuous again, let me know we can walk through that situation.
