I had the exact same problem. Boombox flashing blue, but not rapidly flashing blue. I did two things that seemed to fix it:
1: Reset the device by switching it on, then holding both volume up and volume down buttons at the same time for 10 seconds. The blue flashing light will briefly flash quicker to confirm.
2: Switch off the boom box
3: Switch on using the power button and (very important) immediately press and hold the Bluetooth button. The Bluetooth button needed pressing and holding almost instantaniously after the power button for it to work for me. I had to try several times to get it to work.
When you do this successfully, the Bluetooth light starts flashing rapidly and it enters search mode.
I nearly threw my speakers away, now it works and connects fine :)
The volume keys are the silver keys on the top and bottom. Simply push the volume up button to adjust the volume If you are not sure which button is volume up, or simply want to change which is which, you can change the button orientation. Here's how:
-Close the boom to turn the headset off.
-Press and hold down the desired "volume up" button and open the boom. Keep the button pressed until the indicator light flashes blue three times.

If you can't reset your device- try this, which I just fiddled with and got mine to work (I had same problem). On headset, close boom, hold center button (and it turns pink). then, while keeping center button depressed, open boom- light remains pink. Then look on phone, and hit Add new device-- and bingo, it should be recognized now!! You'll be asked if u want to pair w/ Motorola-- and led through the process--follow those steps.
I had tried similar earlier, but the trick was to keep the button depressed, and then open the boom. I can't quite remember if I kept button depresed until I also pressed Add new device on phone or just until after opening the boom and the light stayed on ... Sorry I can't be exact; I was too excited. Hope this helps you get yours working!

It's important to note that the pin has to be entered while the light is still violet. On the phone, begin searching for bluetooth devices. With the boom closed, hold the center button until the light turns violet, then immediately flip the boom open. The phone should immediately find your H700. However, to pair successfully, you must enter the pin (0000) while the light is still violet. If the light goes off, close the boom, enter 0000, and while the phone says processing, hold the center button until the light turns violet and flip the boom open. The light on your H700 will turn blue, then flash rapidly, and your phone should say that it has paired successfully.
