Most of the time, when a camera asks to shut down there is a problem with the camera. Could be the lens can't come out complete or other, almost invisible things. Even the battery can be a bit low, so as soon as it wants to make the camera ready to "shoot" the voltage goes low. Lots of cameras, will go off then. If you can't find any obstruction on the lens, please charge the battery and try again.
The camera will do this when you have vary low battery power, I would suggest leaving your camera on and letting the batteries run down on their own, if they already are than see if you can refresh your battery( some chargers have a refresh button) then completely recharge the battery. It may be that your battery is utterly shot and needs to be replaced. However it could be a totally different issue, and in that case I wouldn't have a clue. Everytime I try to turn it on, the lens comes out for about a second,
the camera beeps 3 times, the lens retracts and the camera shuts off.
The battery is completely charged and the camera is only 4 months old.

In any mode that the camera will stay on, press the "Menu" button and navigate to the RESET option and try to reset the camera. See if this will get the camera to function properly.
Has it frozen up from a previous use? or won't start up from a completed shut down? If the lens has retracted at the last shut down, it could be the PCB board. Panasonic has been having problems with them, and they are worth 2/3 what the original camera costs + labour!. Call Panasonic directly on it, but have your receipt ready!

I am having the same problem with my camera. I have to take the batteries out to get it to shut down. I also cannot view my photos on the camera, when I try to turn it to view, it goes to shoot mode.
