No start on a mm 1800 18"

Not sure what you mean by 'engine control cord' in relation to a 'kill cord / kill switch'.

Mowers either have a pull cord to start it or electric start. Pulling the cord makes the engine turn over, it fires and runs.

The kill switch does the opposite, it cuts the power to the engine and stops it.

Something has the motor unable to turn. Do not turn on till you locate the source of the problem lest you burn it out.

check the spindle bearings for failure as they may be what is sending out the sparks
they do get water ih them and run dry and may have been on the way out but the hit did the most damage

Return it to the retailer for service. it presumably has a warranty that the supplier is obliged to honour. As long as they do not argue that you were somehow not using the device in the manner it was intended you should have no problems. The retailer should, in any case, contact the manufacturer for authorisation to repair or replace.

there is approximately one OME of resistance per foot of power cord. the power cord must be sized according to the amps drawn. if the cord is undersized the motor will not get enough power. the results are a hot cord and probably a hot plug. a loos plug will also over heat, you may need to replace the outlet in the wall as well, get a 12 AWG cord if you are using a 100 foot cord. I personally would never use a 14 AWG if I had a choose, but if the cord was 25 feet or less that would probably be ok. if you are still using the old cord or if the wall outlet is damaged this could cause the ossolating current.

Check the cord has been properly replaced. Check circuit with a meter (NOT connected to mains) The live pin on plug should connect to live pin on motor switch etc. (need to take off cover on switch unit)
Cutting through the cord should not have damaged the mower.

I dont own one or there but it is an easy repair. Find a wrench/socket that will fit the 3 or 4 bolts holding down the pull cord (recoil) cover and remove them and the cover. (Prob. a 10 mm socket) Then wrap a cord/narrow rope CLOCKWISE around the pulley 3-5 times and prepare mower to start as you normally would and pull the rope. Now you can cut your grass before it becomes unmanageable. Take the recoil to any small engine repair shop and have them replace the rope and then you can reinstall the recoil. In my area the charge $7-$10 for this.

take your cord with you and get something similar in size

unplug the extension cord for safety. then try turning the blade by your hand.if something is rubbing or hard to turn maybe the outring or out parts of the motor is broken.
