I would need to know the engine make and model. this is independent of the equipment make and model. Looks like it is a B&S, but I can't be sure by tiller model number.

This sounds like the float is sticking in the carb causing it to flood . You need to take the carb off and clean it and put a kit in adjusting the float per the instructions
Check where the rotation stops. If the input to the transmission from the engine not is turning it could be something loose at that point. If the input to the top of the transmission is turning but the tines are not, then your problem is in the transmission and it will have to be disassembled to repair.
get a filter with a smaller diameter end. fuel filters come in all different sized ends so find one that is small enough and then it still may take some work to force it on
If you do don't drain the fluids while the machine sits over the winter or the months you don't use it, the filter can get clogged, as well as the carberator. Try changing the fuel filter first, that will probably do the trick.
IF THE TILLER HAS BEEN SITTING A WHILE I WOULD CLEAN THE CARBERATOR SOUNDS LIKE GUM BUILD UP. I HAVE HAD LUCK WITH DRAINING ALL THE OLD GAS AND DUMPING CARB CLEANER IN THE TANK WITH GAS AND KEEP TRYING TO START SOME TIMES THE CLEANER WILL DO ITS NJOB AND CLEAN THE GUM OUT OF THE PORTS IN THE CARB
