Take the battery out and turn selection switch to camera and then turn it off. Put the battery back in and its working again.
if that doesn't work try
Try smacking the side of the camera relatively hard with the palm of your hand. Eject the tape and reinsert. You may need to do this a couple of times.

Its arround 1993 model camera and part supply has an end by Sony. Problem is Capacitors mounted on boards. If you can change them, go ahead.

I have managed to eject my tape by powering 4.5 V the little motor which drives the eject mechanism.
Problem is that you have to dismantle half the camera to do this (be very careful with the flexy wires they are fragile) and I wouldnt' do it without the service manual.

If it has memory stick, Make sure your memory stick is in. Your memory stick is full. Delete the unwanted pictures from the memory stick or use a differnt biger memory stick.
I looked in the manual. It seems your camcorder does not have a slot for memory stick. But you may still save pictures on the tape. Here is the link to download the manual

The mechanical of tape loading compartment is misaligned and it needs readjustment which is a bit technical issue. Please contact any expert for mechanical adjustment of tape loading path assembly.
