Try using the Webcam Manager. If you are not able to fix the problem using the Webcam Manager that already installed in your Laptop, you need to uninstall it and reinstall again. To do so, try the following.
To install the correct Webcam software, you need to first update the drivers. Go to Control Panel, select “Devise Manager”, choose “Imaging Devices”, double click “Integrated Webcam”, select the “Driver” tab on the top and click on “Update Driver” option. Once you double click on this option, it runs and bring all that devices installed in your laptop. You can see the message “Application already installed in your computer”. In the bottom, you can find a message as “For Reinstalling Dell Webcam Central Software”. Click on this option to reinstall that, you will be required to reboot again. After this, you can find the option “Dell Webcam Central” in your “Start” button. Click this option and wait, it will bring the icon in the right hand side of the system tray screen. That’s it, you can double click on the icon and open it.

You are simply missing a driver, you should download it from the manufacturer website if you don't have the software for it!
For example if the webcam is from Dell then visit Dell website...
First uninstall the older device drivers and then install the latest device drivers. You can also download the latest webcam drivers from the internet and install the new device drivers.
Now go to Dell website and click download option, select your model number.
After selecting the laptop model number from site, click on 'Software & Drivers Downloads'.
Now you need to choose your operating system & select the given updates & follow all instructions to download it.
After complete download, install supported driver for your Dell laptop webcam. After install driver, reboot your laptop again and check that your webcam is working properly or not.
I hope it will fix your webcam not working issue if your Dell laptop is not facing any hardware issue.
