Sounds to me like you have a direct drive model with no clutch. With the direct drive model you just warm up the motor with no rider and wheel off the ground then turn it off and push start it "push and Go". The trick to push staring is stomping your weight down near the back tire as you push forward to get the rear tire turning. Once it turns so will the motor and it will start and your off and running. Do the push start without applying throttle and make sure you have the rear wheel adjusted against the drive roller correctly..
Take off Air filter, look inside the carb and pull throttle all the way, the circle should be fully open, if not it may not be getting the full amount of gas it could be, Clean the carb as well, take it apart and clean the mesh filter, To check your plug, just unscrew it from engine, put the cap on the plug, place the tip of the plug on something metal and pull start the engine to see if its sparking. I think you have a carb problem though, clean it and clean your filter and you should be good. If its a stock engine on a goped sport than you should mix 3.2 ounces of oil per gallon. Hope this helps
check the coil and the fly wheel for rust or other build up it may not be getting spark also pull the carborator apart and check for varnish. good luck.
