Well you may be on digital zoom mode, this simply will not be clear with fast moving takes, keep to the Opt zoom mode and with on tripod this will put focus better, keep camera still, move and it will blur.

The problem you told is little bit difficult and it needs expertise, anyway telling you the diagnosis and also suggest you to contact any expert to resolve the problem, the detail is given below:
Error E61:00 description is:

Inspect the lens block focus reset sensor (pin 7 of CN5101 on the VC-518 board) when focusing is
performed when the focus buttons of the touch panel are pressed in the focus manual mode,
and the focus motor driver circuit (IC5401 (Non MEGA model) or IC5301 (MEGA model) on the VC-518 board) when focusing is not performed.

Error code 61:00 shows focus system problem in lens mechanism. If u can open camera, check focus lens drive motor, it can be jamed.

you seem like you have the problem with the focus button
with action shots,to get a good shot
you must hold down half of the capture button ( the button u press to take a foto)
if successful, you will see a little green dot on the top of the screen.
Your camera is now on focus.
all u have to do is press the button down a little harder and your shot wil be taken straight away.
