Question about Dell Dimension E521 PC Desktop
Dunno,if it hits the splash screen & quits or goes to black,then more than likely the hard drive is going bad. Doubt it's the power supply.

It could be an issue with your Windows install and or an external device plugged into the PC.
Unplug all of unneeded devices like printers and such. If this doesn't help try booting into safe mode. If this helps you may have an issue with either a driver, service or auto loading application.
running msconfig in safe mode and disable all not MS applications is a good place to start.
