If you tried turning the laptop on with NO battery but plugged into the mains and you get no response, even no little lights flickering then its possible that something to do with the motherboard (obviously, you might think) but get someone too look inside it if you can, something might be fried. its a bit hard not actually seeing the machine
It could very easily be either a fried motherboard, a broken connection on the DC jack within the laptop, or a fried DC Jack. It is typically at least a $200 fix if you go through GeekSquad or the manufacturer - maybe more if the motherboard is fried. Unfortunately, there isn't an easy solution to this one.
The sockets appear to be shorted. All you can do is to dismantle the laptop again, wash it thoroughly with demineralized water, dry it completely and see if that fixed it. If it hasn't then the motherboard has been damaged and it will have to be replaced.
Things to check first. 1. Make sure you have a new BIOS battery installed. Some computers will not start if the battery for the BIOS is dead.
2. The CPU may have overheated and no longer works. I lost a CPU and everything was dead.
3. A dead motherboard can also act in like manner.
Sometimes something will come loose on the motherboard causing a direct short which of course fries the motherboard and probably the CPU. Dropping a laptop can shake things loose.
My Daughter had this happen with hers. It was a 800 dollar HP Compaq and I had a heatsink come loose on my HP Compaq which fried CPU AND Motherboard. Beware of HP since they bought Compaq.
You might want to take it the Geek Guys over at best buy and they'll tell you if the port is the problem or the cable is.I know this because my laptop motherboard was fired and i wanted to make sure that it was the motherboard or just the cable so he tested it and the port and cable worked fine but the motherboard was fried and they usually just charge you but he didn't.

The problem is the motherboard, due a flaw design in those motherboards so if you replace the board the problem will appears in the future.
may best advice is sell for parts and get a most reliable brand like Dell.

Motherboard is defective & needs to be replaced with a new one. You can find a replacement motherboard by searching on e-bay.com with the motherboard's model number. This could be found under the RAM.
Was there any power outage in your area and was the laptop plugged in at that time, if so your Motherboard has been fried, your need a new Motherboard.
If everything else was working fine (until today) and just the cd-drawer would not open, a damaged systemboard (or motherboard) is highly unlikely.
1) What does "not turn off"? The Laptop or the CD drive?
2) To check what is exactly damaged you could power down the laptop and remove the CD drive entirely. Then power on the laptop. If everything works fine only your cd drive was damaged.
