Seem to be circuit issue.
You can check charger with volt meter to check its working ok.
Drain all resistors of power by removing battery and charger and holding down power button for 10 seconds.
There is a power button board that can be bad.
I like to break things down by just powering the laptop with memory and keyboard, power button board only. this will require removing motherboard power button board so it will only be the parts to POST.

You must fully drain the Hp Pavilion dv1000 Series battery until the laptop goes into hibernation for your first use it.
Store it in a cool and dry area. Do not expose battery to water or other moist/ wet substances.

All lights come on HP Pavilion dv1000 but will not boot. looked at motherboard and by power connector there is a blown part the number on the board shows PD27. I need to know what thhe part is or a schematic showing
