Not sure what you are looking for here. You are correct c010 is error code for main motor drive. You might check to make sure everything is able to move freely in the paper path. Check for paperclips, staples, crumpled paper anything that would hinder the movement of the components connected to the drive motor. If everything checks out and you can verify the motor is getting power then you are likely looking a replacing either the drive motor itself or the electronics that drives the motor. It may be prudent to have a qualified service person look at it before you spring for the board or motor though. Good luck have a fabulous day.

My Minolta Bizhub c250 has lines of blue and red going though the images. It also seems to be printing Dark. Is this likely a drum issue or something to do with the fuser or transfer belt?

Open the front cover pull out the Cyan,Magenta,Yellow,Black image unit,clea used a vacum cleaner the copier inside.Open the right cover and remove 2 srews,remove the transfer belt unit and clean the transfer belt cleaning blade and the transfer roller unit located on the right cover.

Hi and welcome to FixYa.C010 is a motor drive failure or abnormality. Check for a major paper jam in the drum area or any problems with belts or rollers AFTER your remove the drum. Look for any foreign objects in the belts or plastic gearing. The C101 code usually will appear right after the unit reaches operating temps. After checking for any jams and re-installing the drum. Use your manual and perform the motor output test. 03-101 (Motor on) / 151 (motor off) If the motor runs during this test you may need to change the LGC board. You will see this response for almost every Toshiba C010 error here at FixYa.

Service L407 how do I reset the machine?

Your transfer belt motor is not turning, most likely your belt is stuck. If you have tried turning the machine off and on and get the code along with any unusual noises it's time to change the belt. Open the left door, unscrew and take out the fuser then carefully pull out the belt+waste toner box unit and don't scrape it on the roof. The belt may be cracked or the cleaning blade may have flipped and jammed. Don't scratch or get fingerprints on the belt if it is still good.

Heavy ink line and/or spots on right side of paper.

sounds to me like a toner blade has malfunctioned. The blade rests against the Photoconductive drum where it scraps excess toner off the drum between copies. Often, when the above problem is in multiple units it is because a bad batch of blades has made it into units.
When the blade has nothing between it and the drum, there is an increased risk of the blade "flipping" in that area. When this occurs the blade (which is usually a soft and flexible rubber or silicone type material) rubs directly against the drum and wears a groove in it. Often, this only gets worse with more wear and the blade begins to flip more. This causes the black line because the blade is no longer scraping against it correctly. The flipped blade causes gaps between the blade and drum and toner can drop through onto the paper.
...unless I can get more specific details I would say that this is, by far, the likeliest explanation. Other possibilities could include a worn heat roller on the fuser and a "past duty" cleaning roller against the heat roller. It could also be (but less likely) a white out spot on the scan glass in combination with a drum leak.

What ingages blades ,blades not engage

On most riding mowers flipping the handle to engage the blade causes an idler pulley to engage the drive belt, which takes up the slack in the belt and pulls it against the drive pulleys. A few odd-balls have an electric clutch to engage the blades.
