I would first check that the unit is set for your input voltage.

How do i emptythe gas tank on a 2000 mercury mountaineer

Here are two ways:
You can take the filler hose off from the gas tank and put a siphon hose in there. Siphon it into 5 gallon cans.

Another way is to pull off the main gas feed line that goes from tank to the engine. Just find a convenient spot to pull the line apart, like possibly right before the fuel filter. Then you will need to activate the fuel pump to have it push the gas out. The easiest way to activate the pump is to find the fuel pump relay (under the hood in the fuse/relay block) and pull it out. Then use a short jumper wire into the two correct terminals where the FPR plugs in. This will automatically start the fuel pump and you can push all the gas out of the tank.
Most of the time, the two terminals at the FPR will be numbered 30 and 87. Look on the relay for terminal identification. You are jumping the main power feed line at the relay to the line going to the fuel pump. Do not guess, or you could damage your engine computer if you put the jumper wire in the wrong terminal. At the relay, you are jumping the power side of relay. The other terminals at the relay are for the coil side of the relay. Jump the power side!

Call an electricist. You might have some serious problem in the transformer. That ·humming" sound might be the transformer burning out!

Power supply humming

I think you have a 110 volt machine on which you are using a step down transformer. If so it seems that the voltage from the transformer is high or the current factor requirement is also insufficient . which can produce the hum or heat. Make sure the voltage is steady or else you will need to use a stabilizer or a proper power supply that is actually catering to the requirement of the machine. You have not mentioned the power factor of the machine and i suspect that the power supply used externally is insufficient.

I want to power my weld machine with the generator using a 220V extension cord that Im gonna make myself. Though the gen. has a 4 plug twist female and the weld machine is a 3 prong push male. What to do?...

I don't recommend you do this, you will dmage the generator as the alternator is not big enough to handle a large inductive load. To specific answer your question, your welder has a 3 prong, L1 L2 and ground, feeding a transformer, your generator has L1 L2 N + Ground. Again I don't recommend you wire this

The weld wiring burning doesn't meant the transformer is good, it only means you have shorted hot to ground and thats what happens when hot touches ground it heats and melts. I would start by looking for a schematic for you welder. Check and making sure your getting good power to the power supply, relay(s) first. Also you can ohm out the transformer and check for the proper resistance but without the schematic/wiring diagram I can't say what the specs are. Normally on these the power comes in to the switch and then to the relay(s) which send power to the fan, and then splits to the trigger which allows power to the transformer, wire feed motor etc. But without the diagram your just shooting in the dark.

Replaced contactor and capicator in electric air conditioner. But unable to energize the contactor. Also cannot get gas heating to come on.

I would locate and check the transformer that goes from 120-24 volts to make sure it is not burned out.You can use a insulated tool or wooden dowel rod to manually engage the contactor by pushing contacts together. At least this will let you know if you have power to unit. If you have a volt meter then you can trace wiring coming into your furnace should be 120.Check transformer 120 in 24-28 out.check main power into a/c contactor should be 220-240 across feed into contactor.Good luck and thank you.

Possibly. Most amps filter out line hum via low-pass filters. If you can locate a schematic, those would be the caps to check.

How would one attain a replacement for the main circuit board

The main control circuit for the welder has gone bad....cost about $198.

control board has eac terminal . will provide 110v to hum transformer anytime fan running.

also can pick up current sensing relay to sense blower power up and will then power the Hum. transformer.
