This problem is usually attributed to a broken motor coupling. The following link provides step-by-step instructions on how to replace one:
The motor coupling is a small 3-piece component that is installed behind the drive motor and couples it to the transmission. It is common for these small couplers to break as they wear out. The key symptom in determining the cause is the fact the washer will not agitate, but still drains. The reason is because your drain pump is mounted on the front of the drive motor and will still run as long as the drive motor is running. The part number is provided in the link I gave you. A replacement coupler can be purchased at searspartsdirect.com, appliancepartspros.com, pcappliancerepair.com or repairclinic.com. All these sites offer great service with competitive pricing, so shop all of them for the best price. Make sure you "Search by Part Number" when looking up the part. This shouldn't cost more than $20. If you do not wish to order on line, take the part number I provided and go to your nearest appliance parts retailer. This is a common item they should have in their inventory.

I have the same washer unit and I purchased my washer new in 1989. The flashing filter light is normal. If the light doesn't flash, than the water filter is plugged up. The water filter is self cleaning each time the water empties. You can take off the front panel(two screws at the bottom and the top disengages with metal clips. The water filter in at the bottom on the right, white plastic housing. There is a drive belt from the motor that powers the pump. When the washer goes into the spin cycle, the motor changes rotation direction and the pump works in reverse, thus flushing out the lint that may have been captured during the agitation cycle. If this is a Kenmore Top Loader washing machine, it sounds like you have a broken motor coupling. The washer filling and draining, but no agitation and spin are common symptoms with this problem. There may also be a rattling or whirring sound as the drive motor attempts to engage.
NOTE: If the washer drains, the drive motor is working. This drain pump on this washer is driven by the drive motor.
The motor coupling is located between the back side of the drive motor and the gearcase (transmission). The coupling is used in place of a drive belt, which is why this type of washer is referred to as a "direct drive". The following link explains how to access and replace the motor coupling:

If the motor coupling is intact upon inspection, the other source of no agitation and spin would be the gearcase. The gearcase on these washers is fairly simple to replace. If you narrow it down to a failed gearcase, the next link explains the steps for replacing one:
I could only find your model number referenced at repairclinic.com. The gearcase on their site lists for about $160 and is listed as item 423.
I could not find any exploded view diagrams of your washer, but the majority of all Kenmore and Whirlpool top loaders are designed with the same direct drive system. You can purchase a Direct-Drive Repair Manual at repairclinic.com for about $20 (Item number 1170635) if you need a guide for reference.
