When I try to feed the paper into the fax, the machine doesn't grab it or grabs all sheets at once. There is a loud clacking sound.

The line isn't always the issue on this error. I've ran into the far end fax being a laser fax and not having a loop current regulator on it, thus creating the issue. Usually this is the person's inside wiring, so its not the phone company's responsability.

An easy fix would be to try to clean the paper feed rollers in the paper pick up area with a gentle cleaner like soap and water or simple green. Do not use alcohol as this will break down the rubber over time. If this doesn't work, you may have drive problem and will need to refer to a professional to resolve.

like the other solution says, try cleaning your feed roller, and last but not least, make sure the rear paper stopper in your paper cassette is not pressed up against paper tightly. best to leave about 1/8' gap.
