You might have too many apps or you might have too many apps that are active in the background that are slowing your tablet down. Uninstall unused apps or turn them off through settings. Apps always sync in the background, even when you don't use them. When too many apps are running at the same time, they drag down the wifi speed. Go to Settings>Wireless and Networks> Data Usage, view all the apps that are actively syncing. Also, in Settings>Device>Battery, you'll see which apps are actively draining your battery (if this is also an issue). You might be surprised which apps are either draining your battery or always syncing.
Assuming you are having downloads hang. Go into settings > Application Manager > Play store. Clear the data and cache and restart the play store application. "Force Stop" and try downloading again.
If your Galaxy Tab is hanging up it is most likely due to a program or "app" you installed, try uninstalling each program one at a time and using the tablet for a bit each time to see if you can find the one that is causing the problem.
