What kind of tool used to open 19.2 charger on bottom?

Oooh. Now there's a leading question ... what if there is no screw ... what if we have no idea what it is you are asking about.

Usually, the battery is removed from the tool and inserted into the charger base. Hopefully, the charger has not disappeared also. Good luck!

Try using flat blade screw driver, starting at the bottom edge first, some starting at the screen bezel.

That hole is for the Kensington anti-theft locking. You need to start at the bottom edge of the monitor, it can be very difficult sometime since a lot of them do not have slot to put a screw driver in to crack it open. Try youtube on 'How to openLCD monitor case'.

You need to use flat thin blade screw driver to crack open the case, starting at the bottom edge of the case first, you may need two screw drivers, when it starting to come apart, leave one screw driver in the partially opening section so it not snap back together while you tackle another section of the case. Most monitors cases these day do not have small slot to show where you should crack open the case at, they just do not want you to fix it.

I took a 3/16" common (straight) screwdriver bit from one of my cheap universal driver bit sets, chucked it vertically in my shop vice, mounted a grinding disk in my Dremel tool, and ground a 1/16" wide by 1/16" deep slot in the center of the bit. It worked perfectly.
A hacksaw blade carefully placed could produce the same tool.

What kind of operating system ex. (Vista, XP, Win 7, etc.) are you using? Trying going into display settings. Start > Control Panel > Hardware and Sound > Display >Change Display Settings > Then click detect. If your computer cannot find it then there is a problem with the actual screen.
