Try disconnecting the Camera from the USB port and reinstall
the software program. When the program asks you to connect the
camera to the USB port, do so and it should work.

It sounds like the webcam recording software was erased. Do you have any other camera-using apps like Skype that you can use to confirm the webcam works?

If your webcam doesn't work at all, you'll probably need to install a new driver for it. If you can't find one, I could probably help you find one.
Maybe this can help. Install the driver, you can find driver for your webcam via the internet through your laptop brand name. Most of the time they will have drivers and update for your laptop. Even if your model is not listed, most brand laptop use the same webcam hardware. If your laptop came with a back/restore disk, most likely that will have the driver and all you need is explore the disk and install the driver. If after all that, and it is not working and using device manager to detect your webcam and if the driver and hardware is working properly, then you might have a bad webcam.
It seems that your laptop is holding webcam loading problems. Check whether the webcam driver is compatible for the OS which you use. You can also try re-installing the webcam driver once again. This should do.
I have an even stranger problem. Two identical laptops running Vista Basic. One installs complete and everything works. The other installs but the webcam won't work.
