What would cause right steering handle to not work properly?

Worst case, you have a damaged wheel motor :(
Your machine is still under warranty? Speak with an authorided dealer ASAP as continuing to run it can cause a lot more damage within the wheel motor / pump system.

Have a pellet stove that has been working perfect for years, then last night it shut itself off and when I opened door there was this black tar on everything inside and the windows were also black. I had...

Several of things come to mind: Have you changed the type (Brand) of pellets, recently?
Have you had your chimney (stack) cleaned in the past year? Is the fresh air intake functioning properly? Is the auger feeding to much or to little pellets?

Changing brand of pellets - Not all wood pellets are made the same. If you recently changed brands, you will need to tweak your stove to handle this new brand. This will affect how the auger feeds.

If you chimney (stack) hasn't been cleaned in the past 12 months, it may be partially clogged with creosote and not drawing properly and it is liquefying and running back down the chimney and not allowing for a clean burn. And could cause a chimney fire.

Fresh air intake: If that's not functioning properly, you're getting incomplete combustion. Which will cause the black tar looking substance you described. Couple that with changing brands of pellets and you have a problem.

The above are the first things that came to mind. I hope it steers you in the right direction to troubleshoot the problem. Please let me know.

This should not have damaged anything! If your experiencing problems with your system you may have a bad power steering pump, or obviously a defect in the rack and pinion, Hopefully the vehicle is still uder warranty! If it is, take it to a ford delearship, and let them fix the problem for you. As long as your steering system is functioning properly, you should be able to turn your steering fully in all directions while sitting stationary all day long, without any problems

First impression is that something in the steering box is loose inside causing the internal gears to bind. When it is lifted in the air, there is no pressure on the system from road resistance causing whatever has jammed to become functional again. If all the steering linkage components are free, I suggest that you replace the steering box. If done at home using scrapyard parts, you likely could replace the pump and the steering box for considerably less than the shop would charge. A chlton or haynes manual can guide you through the repair.
Wait? for what? Reliable steering and brakes are far more important than a running engine! If either do not work properly it can be dangerous!!!
