Usually LCD monitors won't power on or flash light or just have a very low light on them.
Mostly it is due to capasitors melfunctionaing.
You can, if you have the know how, to open the screen it self. Do it carefully since usually the plastic bazel is held by plastic hinges that tend to be brittle.
Check the boards and find the capacitor that seems to have "Bloated" (it won't be flat like the rest).
you will then need to change the capacitor and all the capcitors next to it with ones with equal value.
