Question about Garden
There should be a second belt that goes from the engine to the transmission. This could either be slipping due to a mis-adjusted pulley or another bad belt.

try different spark plugs. sometimes because they are new doesn't mean they are good. check the bottom of the old plugs for raw fuel.

the cam plate that the tensioner pulley is mounted on that rotates back around to tighten the belt as the cable or rod is engaged is likely rusted and worn, there is a bushing in this pivot that can be removed and cleaned fairly easily with a abrasive wheel or pad and lubricated upon reassembly.

Remove the center dust caps from the rear axles, start the tractor up and put it in gear and observe the axles, if one of them is spinning freely inside the wheel, you have lost the 1/4" square key that pins the wheel to the axle. Replace the key and you can go back to mowing. Hope this helped Tim
