A hub or a switch without a router can not work. The router allows each device to have an IP.

DSL Modem it self act as a router , so no need a router here , then
come to the problem , because you are using a hub .Try connecting a cross over cable from DSL Modem to Hub to the uplink port , also see that both pcs , whether using same IP address , try enabling dhcp in DSL and in pcs configure network interface to obtain ips automatically
