To reset or format HDD go to Toshiba website, support, find Toshiba HDD utilities, or Google third party free utils, install on USB, boot from USB, format and done.

To 'factory reset' an external hard drive you will need to do something called reformatting. This will wipe all the data and return the drive to a as new state as far as information goes.
Right-click on the hard drive (It normally shows up as a letter like E or F ect.)
In the right click menu there should be a "Format" option, click it and chose to reformat the drive in NTFS format, this is the format commonly used for most hard drives.
If you get confused at any point you can do a quick google search for 'reformat a external hard drive'
